SENIOR CIVIL SERVICE OFFICIALS FROM 10 ASEAN COUNTRIES VISIT HUAWEI MALAYSIA’S CSIC AS PART OF PROGRAMME TO ENHANCE PUBLIC SERVICE DELIVERY EFFECTIVENESS
Visit was
part of Digital Government Competency Development Programme 2023
[KUALA LUMPUR, 11 JULY 2023]: The Public Service Department (JPA) organised a visit to Huawei Malaysia’s Customer Solution Innovation Center (CSIC) recently for a delegation of senior civil servants from ASEAN as part of its Digital Government Competency Development Programme (DGCD).
The visit, which is part of JPA’s continuous
commitment to the ASEAN Cooperation on Civil Service Matters (ACCSM) Work Plan
2021 – 2025, was attended by a delegation of 31 senior civil servants from
ASEAN's 10 member nations.
Public Service Department (JPA) Research,
Planning & Policy Division Deputy Director Dr Azrul Anaz said that the DGCD
programme is an initiative by Malaysia under the ACCSM Work Plan to enhance
service delivery effectiveness and future-readiness of the public sector in the
region.
“As the world is moving towards digitalisation,
it is vital to ensure that the public sector workforce is equipped with the
right digital skillsets,” said Dr Azrul Anaz.
Huawei Malaysia’s Vice President of Human Resources Mr Choh Yau Meng, in his closing speech, said: “A culture of continuous learning and collaboration will be critical in building a workforce that is adaptable, innovative, and capable of driving the digital transformation agenda in the public sector. This is where public-private partnerships come into play to bring about win-win solutions,” he said.
He also emphasised the importance of talent
development to nurture the next generation that will steer the digital
ecosystem for Malaysia, highlighting several initiatives spearheaded by Huawei
such as the Huawei ICT Academies, the Seeds for Future programme, as well as
the Huawei ASEAN Academy.
“Huawei has committed to nurturing 50,000 Malaysian talents over a period of five years, beginning 2020, across various businesses and technology sectors and we are set to achieve that target with 33,000 talents trained currently,” said Choh.
In addition to officials from the home country
of Malaysia, the delegation comprised senior civil service officials from
Thailand, Timor-Leste, Philippines, Indonesia, Myanmar, Lao People's Democratic
Republic, Viet Nam and Singapore who are involved in developing national
initiatives to achieve digital government competencies in their respective
countries. Also among the delegate contingent
were ASEAN Secretariat representatives.
Speakers who were part of JPA’s Digital
Government Competency Development 2023 programme included thought leaders from
MyDIGITAL Corporation, the Malaysian Administrative Modernisation and
Management Planning Unit (MAMPU), the Malaysia Digital Economy Corporation and
the National Institute of Public Administration (INTAN).
JPA’s Digital Government Competency Development
2023 is aimed at enhancing the delivery effectiveness and future-readiness of
the public sector, sharing insights and best practices on digital government
competency, identifying and adapting approaches relevant to member countries to
develop the digital competency of civil servants, and to propagate initiatives
tailored to member country needs based on practical advice from digital
government experts.
